I enclose a copy of a letter which I have received from the Colonial Secretary, Hong Kong, about the activities of the Chinese Seamen's Union, together with a copy of Sir Andrew Caldecott's despatch of the 9th November, 1936 referred to therein.
While the Union's activities for many years past in Hong Kong (and in Singapore), have been more of the nature of a "racket" than a responsible Trade Union, the circumstances here are very different.
